[TL;DR<\/strong>] FIRST(Forum of Incident Response and Security Teams) is an internationally recognized organization in field of CSIRT(Computer Security and Incident Response Teams) and has a reign of over 100 years in this field. Using modern communication and strategized collaborations, they aim to prevent and control incidents of global cyber-security threats. We interviewed Dr. Serge Droz, Vice President, CERT at Open Systems and also the member of board of directors in FIRST 2019.<\/p><\/blockquote>\n\n\n\n

With ever-increasing resources of global\nconnectivity, usage of the Internet and its related aliases has increased\nexponentially in recent years. With such large scale participation, like any\nother technologies, significant threats are lurking around in this deep ocean.<\/p>\n\n\n\n

The initial\ntremors came when the threat known as \u201cInternet Worm<\/em>\u201d was exposed in\nNovember 1988 and crippled the Internet. The responses during this incident\nwere novice, resulting in conflicting and duplicated views. This incident laid\nthe foundation of CERT and CIAC, the preliminary organizations to coordinate response\nteams.<\/p>\n\n\n\n

Due to ongoing difficulties\nin these organizations, another similar attack, \u201cWank Worm<\/em>\u201d made evident\nthe lack of proper coordination among them.<\/p>\n\n\n\n

It is after this time, under CSIRT, FIRST was born in year 1990<\/em>. With growing incidents and years, FIRST has now evolved to be a top service provider and collaborator in CSIRT. Over these years, they have successfully enrolled over 450 members from every continent of world.<\/p>\n\n\n\n

\"\"<\/figure><\/div>\n\n\n\n

The main task of\nsuch an organization is to isolate the cause, analyze the cyber threats, and\ncollaborate accordingly to either stop these threats or minimize their effects.\nThis is conducted before, during, or after the attacks. With increased\ncommunication and collaboration of many brains, they try to make the Internet a\nsafe and secure platform.<\/p>\n\n\n\n

Conclusion from Century-Old Practices in CSIRT<\/h3>\n\n\n\n

With everyday rise in news of cyber\nthreats, there are still minds which are confused about the need for such organizations.\nTo clear their doubts, our spokesperson Dr. Serge Droz tells us in brief about\nthese threats.<\/p>\n\n\n\n

He said \u201c Businesses face different challenges today: Cyber\ncriminals are out there to make money: Stealing financial information, e.g.,\naccess to online banking is one way, holding your data ransom by encrypting it\nis another way to make a quick buck. Especially in the latter case, a business\nmay go bankrupt because it can’t function anymore.\u201d<\/em><\/p>\n\n\n\n

These threats are now very common among online businesses. Many new startups are affected everyday by these threats owing to their lack of overseeing these situations. From minor data loss to complete DDOS attacks, along with identity thefts from an existing database and these hackers can do much worse things.<\/p>\n\n\n\n

Not only these,\nbut a breach can also cause regulatory consequences. \u201dBut a breach bears regulatory risks\ntoo: Not handled properly, large fines may be due. For example, under the EU\nGeneral Data Protection Regulation (GDPR), fines up to four percent of the\nannual turnover may be due<\/em>,\u201d\nsaid Dr. Serge. \u201cBreaches\nhappen. But failing to react properly may undermine customer and investor\ntrust.\u201d<\/em><\/em><\/p>\n\n\n\n

To\nmanage the integrity of services, hiring many top IT experts is not the only\nstep to go. Also, for smaller organizations with little experience, the chances\nare that they get manipulated advice by these IT experts only to fill their\npockets and deliver mediocre efforts.<\/p>\n\n\n\n

This\nbears a necessity for these companies and organizations to be part of incident\nresponse teams such as FIRST.<\/p>\n\n\n\n

Dr.\nSerge explained, \u201cThe chances of being the victim to a breach are real. In\nsuch a moment, proper reaction can be the decisive factor for a business’\nfuture. Experience shows that organizations which are prepared to handle\nan incident properly suffer much less damage. Building up your crisis response\nafter a breach has occurred usually does not work<\/em>.\u201d<\/p>\n\n\n\n

Using First-Hand Standardized Experience to Minimize Risks\nWith FIRST<\/h3>\n\n\n\n

In CSIRT systems like FIRST, it is critical\nto work out protocols that will not only lay the procedure of an incident\nresponse, but also for pre and post-incidence tasks.<\/p>\n\n\n\n

The delivery of these services is conducted\nin a set manner across all centers. These centers collaborate steps as per data\ncollected while analyzing the breaches. The primary steps in it are making\nincident reports from affected constituency, analyzing the incident, and\nvalidating the scenario, making a full report on breaches with each available\ninformation collected from various centers, and provide the summary of report.\nCoordination among various teams to follow appropriate measures to neutralize\nthe breaches is needed.<\/p>\n\n\n\n

As Dr. Serge says, \u201cIncident responders hardly ever work\nin isolation: They typically collaborate across organizations and countries to\nhandle incidents. This is especially true for a mass breach, such as WannaCry\nor NotPetya a few years ago. In such situations, Incident responders will\nsupport each other through their trust networks and share information that\nhelps everybody on the case<\/em>.\u201d<\/p>\n\n\n\n

The implementation can be divided to local\nprofessionals while CSIRT conducts the weight of developing and organizing the\nresponse techniques and services, instead of doing them all by-self.<\/p>\n\n\n\n

The primary goals associated with FIRST includes,<\/p>\n\n\n\n

  • Creation and distribution of data,\ntechnologies, procedures, and sequences.<\/li>
  • Boost the production of\nsecurity tools, their quality and improve their services, along with promoting\nbest computer practices.<\/li>
  • Boost incident response teams\nand their memberships across the globe.<\/li>
  • Using cooperative knowledge,\nexperience, and assistance to combat cyber threats.<\/li><\/ul>\n\n\n\n

    He quotes it\nas, \u201cFIRST members\nare happy to share their experience. Attending FIRST events is a great opportunity\nto learn first-hand from the experience of others.<\/em>\u201d<\/em><\/p>\n\n\n\n

    Collaborating Incident Response With Controlled Hierarchy<\/h3>\n\n\n\n

    The goal of these CSIRT institutes is\naccomplished by a controlled cooperation between various groups and among\nindividual members. CSIRT operates on standard organization models.<\/p>\n\n\n\n

    These models include the hierarchy in CSIRT\norganization. The main structures include CSIRT as in centralized,\ndistributed, coordinating, hybrid, and outsourced manner<\/em>.<\/p>\n\n\n\n

    From maintaining things in a small organization\nto bigger, in worldwide incidents, hierarchy plays a vital role in distributing\nroles across various personals and assists in undertaking things subsequently.<\/p>\n\n\n\n

    However, things are relatively different in\nFIRST as said by Dr. Serge. \u201cWhat\nis special in the incident response community, is that there really is no\nhierarchy: Teams operate on eye level, and typically no team has authority over\nanother one. This may sound surprising at first, but does make sense,\nconsidering that incidents almost always cross borders. There is just no way to\nexert authority to another team<\/em>.\u201d<\/p>\n\n\n\n

    Contrary to the bookish procedure of CSIRT\nsystems, real-life scenarios can be challenging and may often hinder in the pyramid.\nBecause of such a random nature of threats and their applications, team members\nonly need to rely on each other\u2019s knowledge and trust.<\/p>\n\n\n\n

    Dr. Sege\nfurther explains it and says that \u201cThis requires\na lot of trust: You work on eye level with others: FIRST is providing a\nplatform to bring teams together to build trust, and to get a common\nterminology.\u201d<\/em><\/p>\n\n\n\n

    This\nexquisite collaboration is the reason for control over cyber-threat incidences\nacross the globe with an ever-increasing userbase each second. Even with teamwork,\nthere is no point of running wild towards musketeers barehand.<\/p>\n\n\n\n

    CSIRT\nsystems need to collect incident data, organize it, analyze it, generate\nreports, and then submit those reports to generate proper response steps. He\nadded, \u201cThere\nare a couple of things a team needs to successfully handle a breach: Obviously,\nthere needs to be a solid understanding of how the technology involves, and the\nappropriate tools. But that alone is not enough<\/em>\u201d.<\/p>\n\n\n\n

    This must also include handling various center across\nnations and manage things in case of a global breach. As he elucidates it\nfurther, \u201cIncident responders need trusted partners across the globe to\nhandle all aspects of the incident. And lastly: Incidents are also always a\ntome where good communication is of the essence. Thus, Incident response teams\nneed to be able to talk to technical staff and C-level management alike<\/em>.\u201d<\/p>\n\n\n\n

    Utilizing FIRST Services to Save Resources and Get\nPro-Level Assistance<\/h3>\n\n\n\n

    Having amazing experience from personal instances and on\nhandwork with FIRST, Dr. Serge gave us a detailed insight on FIRST services and\nits benefits.<\/p>\n\n\n\n

    One of the benefits of being part of FIRST is professional\ncommunication and information exchange in the form of wikis, e-mail lists, and\ncontacts across the organization.<\/p>\n\n\n\n

    One of the other methods is using structured groups and\nstandardized concepts to isolate issues and work on them, like using CVSS(Common\nVulnerability Scoring System). These ratings allow to isolate the threats and\nmake it easier to categorize and assign team members accordingly.<\/p>\n\n\n\n

    After\nthat, comes knowledge sharing via seminars, conferences, sessions, other\nsimilar events. Organization and members of FIRST attend them get a preset\nexperience of issues faced earlier and methods that could have been adopted to prevent\nor minimize them. This is the most critical part of FIRST membership, i.e.,\nexchange of knowledge across the globe.<\/p>\n\n\n\n

    As he\nfurther adds on FIRST membership, \u201cEvery\nincident response or security team can become a FIRST member. This gives the\nteam access to the global community of incident responders. But it also gives\naccess to training, real-time information. At FIRST meetings, members exchange\nand collaborate: Frequently teams from competitors are spotted sitting together\ndiscussing cases of tactics: When it comes to security we cannot afford to\ncompete, and FIRST provides the environment that makes this exchange possible<\/em>.\u201d<\/p>\n\n\n\n

    This is\nvalid for most top organizations, but then what about smaller firms or\nstartups? The best way to get full out of FIRST memberships is via key of\ncollaboration. More the number of teams join it, more information exchange can happen,\nand more threat scenarios can be replicated and analyzed.<\/p>\n\n\n\n

    For\nstartups and SMEs, Dr. Serge advices that, \u201cC<\/em>ollaboration is key during incident response: Teams\njoining FIRST will not only be able to profit from a technical exchange but\nwill find teams that help them during a crisis. This is particularly important\nfor new teams, which are not yet established in the international community.\u201d<\/em><\/p>\n\n\n\n

    How Can\nOne Become a Part or a Partner of the FIRST<\/h3>\n\n\n\n

    Partnerships in FIRST involves helping to\nachieve incident response effectively. Many organization across the globe have\nbecome partners with FIRST, and that has allowed generating more streamline\nresponse methods.<\/p>\n\n\n\n

    The top partners of FIRST include organizations\nfrom main continents across the globe. These are GEANT<\/em><\/strong>, LACNIC<\/strong>,\nInternational Telecommunication Union(ITU<\/strong>), Global Forum on Cyber\nExpertise, Organization of the Islamic Cooperation CERT (OIC-CERT<\/strong>), Asia\nPacific Network Information Center(APNIC<\/strong>), and Organization of American\nStates(OAS<\/strong>).<\/em><\/p>\n\n\n\n

    \"\"<\/figure><\/div>\n\n\n\n

    For becoming partners of FIRST, Dr. Serge advices\nas follows; \u201cBecoming\na FIRST member is not difficult: Every new team needs two sponsors, ideally\nteams they already know. The FIRST Secretariat is happy to help finding\nsponsors. One of the sponsors will then conduct a site visit, more to establish\na closer contact with the team and less to assess. This ensures that\nexpectations are met on both sides, and new teams have a good experience\njoining FIRST.\u201d<\/em><\/p>\n\n\n\n

    Not only mere partnerships, but they\nalso offer plans for smaller organizations that are still in learning phase.\nAround the year 2015, they launched the FIRST Fellowship Programme<\/em>. This\nis used to offer smaller companies access to CSIRT in a more natural way, with\nlesser budget. It is essential for the organization to be good enough to\nunderstand their goals and have maturity in participating with FIRST, along\nwith low costing.<\/p>\n\n\n\n

    On the\nqualification of joining FIRST, he states; \u201cNew teams typically already are\noperational and handle incidents. After finding two sponsors, FIRST will guide\nteams through the process. There really are very few hard requirements: FIRST\nwants to be sure member are enthusiastic about their work and are trustworthy.\nFIRST realizes that everybody has to start, and we pride ourselves supporting\nnew teams to mature<\/em>.\u201d<\/p>\n\n\n\n

    Joining FIRST to be part of global CSIRT\ncommunity is one of the ways for organizations to be alert and counter the\nsecurity breaches. It is always better to be part of such a time tested\norganization in case of disastrous cyber-attacks, as they say, sharing\nlessens the sorrow<\/em>.<\/p>\n","protected":false},"excerpt":{"rendered":"
